Circular and Climate Friendly Public Procurements (CCFPP) is a Nordic Vision project funded by the Nordic Council of Ministers under the administrative leadership of the Norwegian Agency for Public and Financial Management (DFØ). CCFPP seeks to reduce the climate and environmental footprint of the Nordic public sectors' high level of consumption of products and services.
Overview
The Nordic region aims to be the world's most sustainable and resource-integrated region. To achieve this, Norway, Sweden, Denmark, and Finland have launched a strategic collaboration to drive innovative and circular solutions in green public procurement. Funded by the Nordic Council of Ministers and administered by the Norwegian Agency for Public and Financial Management (DFØ), CCFPP sub-projects are:
Nordic ambition
Aligned with the Paris Agreement and Agenda 2030, the Nordic countries are committed to advancing sustainability faster and more ambitiously than the rest of the world. This collaboration focuses on reducing the environmental impact of public procurement, leveraging the Nordic region's collective purchasing power, estimated at NOK 3,000 billion, to promote circular and climate-friendly solutions.
Agenda 2030 and the Paris Agreement show the way, but we need to work even more ambitiously and faster. By generating and sharing knowledge, we find new and innovative Nordic solutions. We achieve results by engaging people, organisations and companies – ourselves.

Key focus areas
The project targets four critical areas among the highest carbon footprint in the public sector:
- Transport – Zero emission transportation of products and services
- Furniture – Promoting circular and sustainable furniture solutions
- ICT – Promoting circular and sustainable ICT solutions
- Climate Data – Advanced climate measurement, monitoring and analysis
These areas offer significant potential for reducing carbon emissions and promoting sustainable practices.
By strengthening cooperation among ambitious procurement organizations, the project aims to drive large-scale change. A demand-driven approach and coordinated measuring will help promote a more circular and climate-friendly economy in the Nordic region.
The Nordic Region constitutes the world’s 11th largest economy with considerable green purchasing power, and therefore substantial resources for change.

CCFPP strategic contributions
The Circular and Climate Friendly Public Procurement (CCFPP) project promotes the green transition of our Nordic societies and work towards carbon neutrality and a sustainable circular and bio-based economy. The project also strategically supports the Nordic Vision 2030 of making the Nordic region “the most sustainable and integrated region by 2030.”

SDG 8 Decent Work and Economic Growth
Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all

Achieve higher levels of economic productivity through diversification, technological upgrading and innovation, including through a focus on high-value added and labour-intensive sectors

Improve progressively, through 2030, global resource efficiency in consumption and production and endeavour to decouple economic growth from environmental degradation, in accordance with the 10-Year Framework of Programmes on Sustainable Consumption and Production, with developed countries taking the lead

Take immediate and effective measures to eradicate forced labour, end modern slavery and human trafficking and secure the prohibition and elimination of the worst forms of child labour, including recruitment and use of child soldiers, and by 2025 end child labour in all its forms
